Peking, July 9, 1908.

On the receipt of your telegram No. 101 of the 4th instant, I approached the Wai-wu Pu and the Board of Communications regarding the appointment of an engineer on the Shanghae-Ningpo Railway.

Mr. Foord, I was told, had been chosen for the post, but it was thought better to await the appointment of a Managing Director before placing the engineer in the discharge of his duties. They are experiencing considerable difficulty in securing any one to fill the post of a Director, but they hope to proceed to the appointment not later than the 20th of this month.
